Evaluating Police Administration Performance Using Data Envelopment Analysis

Abstract: Police work contains many aspects, each of which was held to specific performance standards. Past literature has investigated individual cases and made selective comparisons, yet is lacking in overall work analyses. Police authorities must be able to assess the work performances of each police station to ensure the balance of investments and returns while investigating overall work performance, rather than solely looking at individual cases. This study used objective analysis to evaluate the 2014 work performances of Kaohsiung City Police Department police stations (Taiwan) in 00 Precinct in order to determine the quality of work performed so that the heads of each unit can improve any insufficiencies in accordance with objectives and improve the competitiveness of police work. The Data Envelopment Analysis (DEA) was used to arrange these indicators according to 00 Precinct’s police stations (DMU) relative work performance. Nine police stations (A-I) and seven indicators were included in this study to assess the work performances of each station. The population in the area of jurisdiction were used to a baseline for normalization of indicators. The results indicated that among the nine police stations, H,F, E and I stations had the better relative performance in the 00 Precinct that analyzed by Deap version 2.1. If the performance management system (PBM) still be used for Performance Evaluation in police organization to set performance goals. This proposal can be made a number of assessment criteria to scheduling the degree of complexity of the police stations, than to order the stations of the set target value should be reached so that units performance measurement benchmarks and more realistically.

Abstract: The industrial economy in past 100 years had caused serious damage to earth ecosystem. Nowadays China government is launching the reform of ecological civilization which emphasizes that human and nature are regarded as a community of destiny, and it encourages using the new technologies and new methods to achieve common prosperity and common development of human and nature. At present, the booming information economy takes information as the factor of production. It promotes the effective matching of supply and demand in market transactions. The deep integration of modern information technology and traditional industries will promote industrial upgrading and drive regional economic growth. The information economy will promote the human society to reduce consumption of natural material and energy, and it will reduce the damage to the ecological environment. Hence, it will achieve the harmonious development for human and nature.

Abstract: Elementary education quality (BEQ) monitoring plays the key role in BEQ improvement. Since BEQ monitoring employs traditional educational measurement methodology (including test, questionnaires, interview, observation, literature and so on) for information collection, today’s BEQ shows its disadvantages on high human cost, small sample, poor timeliness, much more steady-state and secondary data, unable to dynamically monitor all the samples in the whole education process, paying more attentions on qualitative evaluation and less on quantitative evaluation. As the result, BEQ’s credibility and public trust are harmed. Recently, education big data is limited to BEQ of online education and however, cannot be used to monitor the classroom teaching effect (CTE). Based on the latest information technology including affective computing, this work proposes a novel CTE auto-monitoring model and develops an initial prototype system named as CAISBNU. Initial studies draw the exciting conclusion. This system leads to much more advantages on high automation and efficiency, perfect timeliness, easy integration, low operation cost, generating education big data for deep researches on basic education, which can make some contribution for education of China.

Abstract: Resting state brain waves of depression showed left-right asymmetry, which may be related to the strengthening of the right side of the brain. A typical cognitive disorder of depression is negative bias, especially outside information related to self, the phenomenon is more obvious. Recent studies have indicated that brain activity in resting state may reflect the intrinsic and essential function of brain function, and it is the foundation of cognitive activity. However, there was few study shew that left-right asymmetry about depression in resting state and whether the alpha wave is the foundation of negative bias. To Explore the relationship between asymmetry of α wave and cognitive behavior, we collected the EEG data behavior data in depressed people and healthy people. And analyzed the correlation between EEG data and behavior data in both depressed group and healthy group. The Result th was that a strong correlation between the self cognitive effects of the patient group and the self cognitive effects of the positive emotion and the left and right asymmetry of the resting EEG data. While the correlation between the self cognitive effects of control group were not related. These results further verify the relationship between the brain activity in resting state and cognitive activity, and it also reflects the relationship between the asymmetry of the alpha wave and the neural activity in the process of depression.

Abstract: This paper divides technology innovation into knowledge-output phase and commercialization phase, using the panel data of the “one belt and one road” from 2010 to 2014. And also it measures the technology innovation efficiency during the two phases based on DEA and malmquist index. Meanwhile, we make the quantitative adjustment of the input and output index of the two phases. the results shows as follows: The technical efficiency is generally lower in the knowledge-output phase compared to the commercialization phase. Scale efficiency is the main cause of restricting the improvement of technical efficiency of 21st century Maritime Silk Road, while pure technical efficiency is the main cause of technical efficiency of the Silk Road Economic Belt. The growth of TFP generally comes from the technical progress. Technical efficiency has a lager potential growth to improve. Finally, for the above-mentioned problems, we give the corresponding policy suggestions.

Abstract: At present, there are few literatures on the comparative study of cultural manufacturing and cultural services in China. In this paper, the first selection of 45 cultural manufacturing sub-categories in 2013 and 75 cultural services sub-scale enterprises above the cross-sectional data for multiple linear regression studies, comparative cultural manufacturing and cultural services in the total value added and per capita Value - labor productivity aspects of the impact of similarities and differences. The empirical results show that the influence factors of cultural manufacturing and cultural service are somewhat similar, but some are not quite the same.
