Abstract: Children who are not enabled to play freely may suffer limitations in their physical, social and cognitive development. There is a danger that widespread play deprivation may lead to future generations of adults lacking essential social and personal skills. Recent German research identifies opportunities for children aged between 5 and 9 to begin experiencing independence as essential for healthy child development, and distinguishes between autonomous and heteronomous forms of childhood. The amount of time that children in this age group play outside without adult supervision was investigated and found to correlate with the quality of children's residential environments. The quality of the 'action space' available to children correlates with the economic and cultural resources of their families, so that children from socially and materially deprived homes have significantly less opportunity to develop their autonomy, through the 'latent curriculum' of free play, than children from more affluent homes: 'street childhood' has become a sign of wealth rather than poverty. Conventional playgrounds with limited, fixed installations lack scope for imaginative or creative play and fail to meet the requirements of quality play space for children. In contrast, action spaces designed with local children and which allow for creative play with natural materials are 50% cheaper to build than standard playgrounds. The need is asserted for children's policy to be embedded in housing, public space, traffic and urban design decisions, in order for the right to play to be effectively implemented. These developments are contrasted with the prevailing culture and controversies on child safety and freedom in the USA, and compared to current trends and debates in the UK on the changing nature of childhood, restricted play opportunities and child safety. The impact of UK law is considered as a key factor contributing to fear of allowing children to experience risk in play. Further research is proposed to investigate the potential for urban design to enable healthier city childhoods, the relevance of common law as distinct from civil law systems in impairing exercise of the right to play, and the impact of cultural patterns on children's opportunities to develop autonomy.

Abstract: The Jews who returned from the exile, Later Jews who lived after the exile and the Early Church who have gone through intense persecutions elevated the doctrine of the resurrection of the dead as if it was the most important of all biblical doctrines. This notion has made some scholars to think that the idea of resurrection emanated from the exilic periods simply because the Jewish people suffered. Using the ancient Israelites views on the conceptions of the soul together with their burial beliefs, this researcher argues that the ancient Israelites beliefs in the afterlife which evolved into the doctrine of resurrection were visible even before the exile. Certain beliefs and practices of the Israelites suggests that their beliefs in the resurrection of the dead pre-dates the exilic periods. The purpose of this research is to show traces of resurrection beliefs in ancient Israel before the exile and to argue that the persecution of the Jewish is not the only reason behind the development of the doctrine of the resurrection of the dead.

Abstract: In the quest for making legal sense of human rights to equality for all and bringing sustainable change in the lives of human kind, bringing justice to the lime light of our hearts and minds is mandatory. In marching to growth and development, foremost, everyone must accept that human beings are created equal and lives should be treated undifferentiated. However, our world has lived in a state of selfishness; women (our beloved mothers, sisters, daughters, wives and relatives) remained marginalized for long years of time. This is a very disappointing act against the law of nature, or morality, and the positive law (in the sense of human rights to equality). In addition, it is an overt self-defeating move towards our endeavor for change and sustainable development. Therefore, this essay is purported to briefly and concisely depict the sensitivity of gender justice to human rights to equality and sustainable development. That it making gender justice a reality is vital for bringing comprehensive change decisive for betterment of human life. As such, this essay is going to curse the past mischief, and advocates and plausibly argues the need for the conception of gender justice in our every walk of life.

Abstract: The decentralization of economic and political powers has been an important tool for developing the rural and remote areas across the world. But how does decentralization work in some contexts and what are the challenges and opportunities? This paper discusses these issues in relation to Nigeria’s rural development experiences and practices. Various Nigeria’s rural development programmes have been reviewed to assess how their implementations have benefitted from decentralization practices. The results demonstrate that decentralization has not been strictly applied as a framework for the development of the rural areas. Colonial and post-colonial rural development plans have always been centrally directed. Even when constitutional reforms were effected to grant political, administrative, fiscal and financial autonomy to the rural areas through the local council authorities, actual implementation hardly reflect the ideals of decentralization. The paper argues that while the prospect of decentralization implies enormous opportunities for the development of the rural areas, such opportunity may hardly be realized due to a lack of local capacity to participate in local governance activities. Given this limitation, decentralization, in whatever form, will continue to be a tool to consolidate the State and elite powers.

Abstract: This work represents an on-going Ph.D. investigation of Igbo dance theatre in eastern Nigeria. Existing research on Igbo dance theatre reveals that different authors wrote about the forms of Igbo dance theatre and called them ‘Igbo dance theatre’. Furthermore, some scholars have also shown and commented on dance forms such as Okunmkpo, Odo and Ekpe as Igbo dance theatre. The concept of Igbo dance theatre as used in this study differs from those presentations and forms characterised by incomplete structures and plots that do not best describe Igbo dance theatre. In some forms of Igbo contemporary dance theatre, what audiences and participants witness is merely one stage of a spectrum whose other sections are neither visible nor necessarily articulated in and through dance. Thus, what is on show in many Igbo dances is only a part of the whole and it takes the combination of the visible stage action and an understanding of the imagined contents of missing sections, the latter being generally inferred or derived from legends, myths, folktales and from social commentary, for audiences to appreciate the full meaning and significance of Igbo dance theatre. This research is based on the premise that the structure of Igbo dance forms discussed earlier are sequestered, creating a ‘missing link.’ This case study provides an account of some practical aspects of an on-going Ph.D. project that focuses and draws upon primary research, Brad Haseman’s performative research theory and Yvonne Hardt’s repertoire theory. Performative research theory is concerned with those researchers who carry out practice-led research and such research is intrinsically experiential and comes to the fore when the researcher creates new artistic forms. Repertoire theory demonstrates how artists discover and use materials from the past to formulate new constructs based on the needs of present dance performances. Given that the primary goal of this investigation is to re-create and re-interpret Igbo dance form as a full dance theatre, where the narrative is not assumed to be clearly understood by the audience, both paradigms are useful for explaining the cultural histories, abstract symbols and information, the missing links and working structure of Igbo dance theatre.

Abstract: Volunteerism has been widely defined as a long-term, planned pro-social behavior that benefits strangers, and which occur within an organizational setting (e.g, Penner, 2002). This definition seems to divorce volunteering from by-stander intervention in an emergency situation, which does involve helping strangers. The present paper contends that this definition of volunteerism does not consider cultural imperatives. For example, the paper argues that the indigenous help practices attendant in a collectivist society such as Nigeria do not always locate strangers, and could fellow up help efforts from an emergency to a long-standing non-emergency end. The paper, therefore, posits that any meaningful research and discussion on volunteerism in Nigeria should give credence to cultural foundations of prosocial behaviour such as kinship and in-group empathy. This, hopefully, will improve the possibilities of crime control, terrorism reduction and poverty alleviation.

This paper analyzes the behaviors of users in social networks and proposes the impact evaluation algorithm based on multi-angle user behaviors which is User-Activity Rank algorithm. The algorithm uses the basic idea of PageRank algorithm, considers user’s creativity, interactivity and content quality and designs the uneven distribution mechanism between the users’ UA Rank value, making the computation nodes more accurate. This paper uses Car Home Forum Case for analysis and finds that this algorithm can be more accurate and objective. User-Activity Rank algorithm can help companies improve the accuracy of identifying opinion leaders and promote network marketing with their influence.

Abstract: Since the open door policy declared in the late 1970s, the economic growth of China has been rapidly developed and accumulated. However, the widening regional economic development disparity has been brought to the concern by the government. It is doubtful that the regional economic growth would tend to be equivalent by spillover effects from some more-developed regions to other less-developed ones. The goal of this paper is to examine the long-run relationship of Chinese provincial economic performance with the consideration of the characteristic of cross-sectional dependence in the panel data covering 30 provinces in China over the period 1990-2012. We find a strong spatial dependence over in China’s regional production function. After a cointegrating relation is confirmed using the methodology of Kao (1999) and Pedroni (1999), a spatial error correction model is further applied. We find the local cointegration term is significantly negative, suggesting a long-run convergence relation for the Chinese regional economic growth.

This paper uses the spatial economic model to do some empirical research on the economic convergence trends in western regions of China. Our results shows that the regional economic growth has a strong space correlation; After considering the spatial factors, the 67 cities have the convergence trend of economic development; beta convergence is more significant when we add the government impact factor, suggesting that the government plays an important role in the economic development convergence trend, but the employment factor’s effect on the convergence trend in the development of economy is still in doubt.

With the rapid development of information technology, digital divide gradually spread not only from the usage and access of information technology but also to the information knowledge and the new changes from the first level to the third level. However, it’s not just limited to this, but after the emergence of “Internet+” having been integrated into our social life, the digital divide has affected people’s learning habits and lifestyle, and even changed the individual hierarchical status in the society. Taiwan has promoted a series of initiatives to reduce the gap in the digital divide, and we have achieved several goals, especially with the distance learning companions together with the more humanism concern approach.
