On the Training Mode of Maritime Rights Protection and Law Enforcement Talents Under the Strategy of Maritime Power

Abstract: Marine rights protection and law enforcement personnel are the main actors in the practice of maritime rights protection and law enforcement, and the quality of personnel training is directly related to China's maritime rights protection and law enforcement ability and response level. It is an important guarantee for the realization of the strategic goal of building a maritime power and a basic requirement for fulfilling the responsibilities of a great power to build a contingent of Chinese maritime rights protection and law enforcement personnel that is commensurate with China's international status and national strategic interests. The U.S. Coast Guard is the most powerful and mature maritime law enforcement force in the world, and Japan is the main country around China. Learning and understanding the experience and practice of marine rights protection and law enforcement personnel training of major maritime powers and China's major neighboring countries has important reference value for the formulation of China's marine rights protection and law enforcement personnel training strategy. On the basis of combing the relationship between the strategy of maritime power and personnel training, and the main problems faced by the personnel team of maritime rights protection and law enforcement, this paper analyzes the experience and practice of personnel training of maritime rights protection and law enforcement in the United States and Japan, and puts forward four countermeasures to strengthen the construction of personnel team of maritime rights protection and law enforcement. They are: 1) Strive to Build a Complete Training System of Marine Rights Protection and Law Enforcement Talents with "Academic Education + Professional Education"; 2) Attach Great Importance to the Cultivation of Practical Ability of Maritime Rights Protection and Law Enforcement Personnel; 3) Make Full Use of the Human Resources of the Army, Police and the People; 4) Deepening Exchanges and Cooperation to Cultivate Talents with International Vision.

Research on Habermas’s Thought on the Relationship Between Right and Power

Abstract: How to accurately grasp the relationship between right and power is one of the core propositions of political philosophy, and is also a theoretical issue that Habermas has always paid great attention to. By studying Habermas’s thought of the relationship between right and power, we can not only deeply understand the basic concepts of his political philosophy, but also explore the way of thinking to safeguard civil rights and balance political power. Compared with traditional political philosophy, it is not difficult to find that Habermas neither advocates the separation of right and power as liberals, nor advocates the absolute integration of the two as republicans. In his view, the right to be the outcome of citizens’ spontaneous interaction must rely on coercive political power to enter into force. At the same time, political power can only obtain the legitimacy of existence in accordance with the principle of “people’s sovereignty” of the discourse theory, and this legitimacy foundation is precisely reflected in the right system of communication cycle. In short, right and power restrict each other and depend on each other, and they present an isomorphic relationship with moderate tension. Obviously, this view is a historical advance of political philosophy and has great theoretical and practical value.

Syncretistic Scientism and Dissonant Plausibility Structure: An Analysis of Worldview Orientation Among Generation Zers in South Korea

Abstract: Generation Z (‘Gen Z’) is the generation of people born approximately between 1995 and 2010 as the children of Generation X (‘Gen X’) who were born between 1965 and 1980. Gen Z is the youngest generation with the older members of its group working in society after finishing formal education. This paper addresses the religious aspects of the Gen Z culture, focusing on the issues of worldview, plausibility structure, and worldview education. It is based on an empirical research project conducted in South Korea in 2020. The research methodology used was a constructivist grounded theory approach involving interviews of 30 people who were either Gen Zers or their religious educators. The study suggests three points concerning the ontological reflection of worldview, epistemological identification through contact points, and educational bridge-making in the mission of worldview education that is devoted to teaching the core and fundamental Christian doctrines about the world and life. First, Christian educators can understand the phenomena of syncretistic scientism among this new generation well when they approach them with faith and respect. It is important to make an ontological differentiation between the two generations that are different and heterogeneous at the worldview level. In contrast to the Gen X worldview that seems to be a mixture of modern scientism and a pre-modern tradition, the Gen Z worldview is a mixture of modern scientism and postmodern deconstructionism. Second, dissonant plausibility structures need epistemological contact points, which can be identified among cross-generational norms and values. Moving beyond identifying epistemological contact points, it is crucial to pursue an incarnational identification and find relevant ways to deliver a meaningful message to Gen Z in their preferred language of plausibility structure. Third, the relevant worldview education needs an educational bridging with a spirit and message of love. Christian educators need to teach the message of love in the spirit of love in order to be heard and help transform Gen Z’s worldview. The above three points are essential Christian teachings and cross cultural and generational barriers because they are shared as common virtues between the two generations. The bridge-making for worldview education is possible when Christian religious educators properly understand and recognize the issues of syncretistic worldview orientations, dissonant plausibility structures, and creative educational approaches based on love. This needs a spirit and message of faith, hope, and love to be relevant in ministry.

Abstract: The study analyzes and publishes the problems of organizing personnel in the financial structure of Kazakhstan in the 20s. XX century, which took place in difficult conditions of the formation of a young state. The study reveals some aspects of the general nature of the formation of specialists from the indigenous population. In the early 1920s, it was difficult to attract workers to local financial institutions. Of particular difficulty was the appointment of heads of financial departments, due to the lack of trained specialists. One way to fill vacancies in the financial sector was by recruiting employees who worked in the institutions of the former tsarist government. This was mainly due to the high level of experience of employees working in the institutions of the tsarist government. Also, in the course of the study, the quantitative and qualitative composition of employees involved in financial structures was analyzed. The results of the study showed that the permanent staffs of the central administration of the People's Commissariat for Finance were established in mid-1921. One of the difficult moments in the activity of the still immature and not yet firmly established financial bodies of Kazakhstan in the beginning. 20-ies., Is the direct intervention of parties, which indicated how "right" to select personnel in the financial system. Moreover, this approach was also typical, later when he headed the political system - the Bolshevik Party of Kazakhstan - L. I. Goloshchekin. During this period of activity of the Commissariat of Finance, due to an acute shortage of specialists, along with nominees from among the workers, farm laborers and the poor, the task was also set to attract personnel from the party composition of the CPSU (B). Despite the fact that various decrees and other instructive documents were issued in order to attract specialists to work in local financial bodies, in fact, the work on the actual involvement was not carried out properly, and the documents themselves were not given much importance. The results of the study give the following conclusion that the activities of the People's Commissariat of Finance in the 1920s. of the last century, despite the difficult conditions for the formation of financial personnel, laid the foundation for the formation and further development of personnel in the system of financial bodies of the modern Republic of Kazakhstan.
