Abstract: South Africa’s history of service delivery is characterized by deficiencies such as stagnant delivery, unequal distribution, corruption, nepotism, political and administrative dichotomy, poor cadre deployment, lack of public accountability, lack of professional ethics, poor leadership and management crisis. The effects of this COVID-19 pandemic on the local economic development will be felt even long after the lockdown is over, it may have been necessary to saving lives of South Africans but it is killing an already dwindling economy. South Africa’s economy was already in a tough position before the pandemic’s arrival. In terms of Section 152 of the constitution pf the Republic of South Africa (RSA 1996), one of the objectives of this new system of local government is to “promote cohesion, economic development and promoting accountability”. This article/paper discusses the impact of corruption during COVID-19 pandemic on public funding that was supposed to improve service delivery and sustainability of the community of our municipalities in South Africa, together with unethical dilemmas and poor democratic values, the impact of corruption and unethical conduct on the rapid spread of COVID-19 in South Africa. Effective and efficient is necessary for rendering of basic services to the citizens of the country.

Abstract: The concept of Good Governance through involving the active participation of the community in the process of making and implementing policies in the reform era and public openness is a demand for government administration to realize bureaucratic reform. Public services quality is one indicator to determine the realization of this concept. This essay aimed to analyze decision-making-theories in Indonesia public service reform concerning instrumental, cultural, and neo-institutional theories through Public Service Complaint Management Policy implemented by the Indonesian Ministry of Apparatus and Bureaucratic Reform since 2018. This essay also intends to recognize the challenges of this policy and the pattern of Indonesian bureaucratic reform policies in improving the quality of public service. After analyzing instrumental, cultural, myth, and isomorphism approaches in Indonesian public service complaint management policy, hybrid organization form showed by the public organization when adapting old public administration, NPM, and post NPM for realizing accountable public service governance. A combination of vertical and horizontal specialization showed during the formulation and implementation of this policy. While some public organizations often use mythical and isomorphism and rely on path-dependency towards Javanese culture and strong hierarchy in bureaucracy. Those decision-maker theories in the organization are various aspects of the Indonesian Public Service Complaint Management Policy.

Abstract: The state of citizens’ political knowledge in shaping local governance interest formulation patterns has been identified as a vital mechanism in democratic systems for centuries. Nevertheless, political knowledge proficiencies remain remarkably scanty among ordinary citizens in the developing world, with significantly few studies directly engaging this local governance reality. The paper discusses how political knowledge influences the changing local interest determination dynamics to reinforce local governance functionality in Uganda. From a sample size of 99 respondents, the study used descriptive qualitative methods and techniques to collect data and analyze the responses. The study found out that notwithstanding institutional inconsistencies, local farmers were considerably more influential in local interest determination compared to politically erudite citizen groups. There were limited structures for citizen participation in decision-making processes, yet likewise found nascent progressive virtual platforms for local interests’ deliberations mostly based on digital and traditional media platforms. The nature of drivers which framed political knowledge were typically influenced by structural, political, economic and international dynamics. The study recommended that in order to address the local citizen participation constraints, profound local governance policy transformation interventions should be embarked on to reinforce local infrastructure, the local economy and expansion of education and the democratic space for civil society agencies’ operations.

Abstract: One of the characteristics of success in a company is to mature its requirements every time by observing in detail the particular needs of customers over time, revitalizing the application of business strategies, in order to comply with sales indicators, the increase in market share and the increase in customer satisfaction. In this way, the development of new products is favored, through the use of new materials, the participation of expert personnel immersed between suppliers and an integrative leadership. The case study used was descriptive, applying the focus group technique quantitative, the variables analysis were performed. This work offers a similar result in a project to establish a company in the automotive sector, which in the last five years has been able to improve its business practices, becoming a point of interest for multinational companies in terms of developing high quality products, which meet international standards and also manages to export assets to other countries in the region, successfully. It is a sector of wide growth not only in Colombia but in the region, where despite the fact that adequate process management has been working, it is necessary to increase policies focused on improving the management of suppliers under the guidance of the supply chain orientation management for the improvement of organizational performance satisfying stakeholders.

Abstract: The purpose of this paper is to describe the analysis of the meter & horn model. In implementing policies on conditions that occur in gender equality in employment opportunities in the Lagoi tourist area of Bintan, Indonesia. The research method used is descriptive qualitative and analyzed in-depth using triangulation techniques. The results show that communication carried out by stakeholders of gender equality policies has not been maximally implemented, especially by the government to entrepreneurs, being one of the factors that gender equality policies in the Lagoi tourist area have not been achieved. Size and Objectives The policy implementation of the gender equality policy is carried out unilaterally according to the company's only benefit, namely the gain by not paying attention to the objectives of the policy itself, that the gender equality policy aims to build working relations for all parties, including increasing employment and job opportunities for women. Then the attitude of the implementers in the way of thinking about the benefits and support for policy implementation, namely the government with the presence of women workers assesses that they have met the criteria for the gender basis. Likewise, employers consider that gender equality is not the most important thing because for the company it is the achievement of company profits, so the strong attitude to influence from trade unions, NGOs, community leaders does not have a strong influence on the achievement of gender policies. The characteristic of implementing agencies in supporting the implementation of equality policies shows that the attitude of gender policies in the Lagoi area of the government is more passive.

Abstract: Modernization processes occur by following some type of previously defined stages or phases, which intend to have as a result the efficiency, efficacy, transparency and closeness to the citizen, namely, if one is referring to the modernization of public policies. The paper presents the results achieved with three research analysis performed: the first one applied to official Portuguese Governmental documents (specifically, legislature programs, since 1975), following Martinelli’ guidelines; the second considering the interviews’ content analysis conducted to key actors positioned at the level of public policies’ definition, specifically, to what the Portuguese judicial system is concerned; and the third one which was the NVivo analysis applied to those same interviews. To the modernization processes that have been happening in the last 10 years, interviewees highlighted the challenges faced, various key moments linked to specific projects and the relevance of Information and Communication Technologies. The main research goal was to understand how the Portuguese judicial system modernization processes happen, considering the different dimensions of the judicial system and of the modernization process. It was possible to conclude that several external events, such as economic and public health crises, have a major influence on judicial system modernization processes. All the actors involved are relevant for the reforms, whether at an upstream or downstream level. With the European Union having a relevant role. Instruments such as laws, platforms, work management tools also assume an important role. However, the highlight of the judicial system modernization processes’ instruments goes to the Information and Communication Technologies and the infocommunicational competences.

Abstract: This article takes up the discussion of the different models of innovation to understand science, technology and innovation policy in Mexico. The main objective of this research is to identify the effects of the innovation policy in Mexico in strategic sectors of the State of Mexico, through public policy instruments focused on encouraging technological innovation in companies in the State of Mexico. Another objective of this study is to add to the development of the theoretical framework of the innovation policy that helps to design better instruments that promote innovation in diverse technological sectors. The main instrument for promoting innovation in companies in Mexico, recognized in the last 20 years, the Innovation Stimulus Program (PEI), is analyzed to find out the impact of a public policy instrument that follows a linear model in companies of strategic sectors of the State of Mexico that follows a non-linear model of innovation. PEI serves companies of different sizes and purposes, it operates under three modalities: INNOVAPYME (aimed at micro, small and medium-sized companies), INNOVATEC (aimed at large companies) and PROINNOVA (companies of any size that present proposals in connection with at least two Higher Education Institutions or Research Centers). For this study, the focus is oriented to companies from strategic sectors of State of Mexico that are dedicated to innovation activities in the areas of the chemical, agro-food, health, automotive, new materials and plastics technology industries, technologies focused on sustainable development, and information technologies. The main strategic sectors of innovation defined in the State of Mexico follow a non-linear model of innovation, but government programs dedicated to encouraging innovation in companies seem to focus on linear innovation processes. Regarding the methodology, quantitative methods are used to know the effect of policy instruments in strategic sectors of the State of Mexico, a microeconomic analysis is supported through the Survey on Innovation and Technological Development (ESIDET) 2017. By knowing the effects of the main instrument of innovation policy in Mexico, it is possible to identify the role of the state government to strengthen these efforts, complement or improve them. The results present some concrete recommendations on the design of public policies to achieve the greatest benefits in investment in STI to promote regional technological innovation in strategic sectors.

Abstract: Since the founding of the People's Republic of China, the state and the government have always regarded improving the living standards of the masses as an important goal. Under the background and goal of gradually realizing the common prosperity of all people, improving the level of equalization of basic public services in urban and rural areas occupies an important method position, which is directly related to the vision of the people's better life. There is an inherent compatibility between shared prosperity and the alignment of basic public services between urban and rural areas in terms of value, theory, and practice. The value conjunction of shared prosperity and equalization of basic public services in urban and rural areas lies in the equal use and equitable distribution of public resources. Alignment of basic public services in urban and rural areas is a basic and specific way of representing common prosperity in rural areas, and an inevitable prerequisite for the sound promotion of common prosperity in the new era. The equalization of basic public services in urban and rural areas is the inevitable consequence of common prosperity and it is also a specific practical approach to promoting common prosperity. The value foundation of common prosperity lies in the distribution of wealth by society based on fairness and justice. Common prosperity is universal and comprehensive prosperity, but not simultaneous and average prosperity. The essence of equalization of basic public services between urban and rural areas lies in the fair and equitable distribution of resources for public services, but not in a "one-size-fits-all" or equal distribution. By discussing the logical relationship between the promotion of comprehensive common prosperity and the equalization of basic public services in urban and rural areas, it will not only help the government to make up for the practical shortcomings in the process of equalization of basic public services in urban and rural areas, but also help achieve substantial common prosperity.
