Abstract: Training for action and work in the modern age, characterized by rapid and constant changes, is imposed as an imperative. The key to this is education, that is, the educational system. The education system has become one of the essential pillars in the development of modern societies and countries. The educational system produces personnel with different knowledge, titles, and skills based on which they compete in the labor market. Human capital has become the key to the success and efficiency of almost all institutions and organizations. These institutions include public administration institutions. One of the problems faced by public administration is the need for more educated and competent personnel. This problem is particularly pronounced in transition and developing countries, including Bosnia and Herzegovina. One of the essential reforms that Bosnia and Herzegovina needs to implement on the way to its democratic and social development and European integration is the reform of public administration. More needs to be said about the importance of educating personnel who work or will work in the administration as a significant and essential resource and factor for the success of the public administration reform. The presented examples show that the education of personnel in the field of administration and for work in the administration gives excellent results in strengthening the public administration through improving the skills and competencies of the employees in the administration. Through a comparative analysis of the administrative school model, we will identify positive practices in this area, which will be applied to implement the administrative school model for Bosnia and Herzegovina. Investing in the education of employees to work in public administration is justified and necessary, which ultimately results in a reformed, efficient, and effective public administration, which is what Bosnia and Herzegovina strives for.

Abstract: This research aims to identify and understand the readiness of the local government, village government, and village community in Parigi Moutong Regency to realize a Smart Village, which is a village, especially its government, based on digital. In this regard, this research was conducted using theories concerning Smart Village and related governance and electronic government theories. This research uses qualitative research methods with a descriptive approach. Considering the vast area and the number of villages in Parigi Moutong Regency, 3 (three) districts were determined as research locations, namely Kasimbar District, Toribulu District, and Siniu District. In each district, one village was chosen as the research area. In this case, Kasimbar Village in Kasimbar District, Siniu Village in Siniu District, and Tomoli Village in Toribulu District were chosen. This research involved several informants. In addition, data collection was also carried out by conducting 3 (three) Focus Group Discussion (FGD) activities, which were conducted once in each village location. Data was also supplemented through data search techniques: literature study, secondary data search at various government agencies, and document study. This research uses qualitative data analysis techniques, in this case following the flow of analysis by Miles and Hubermen. This research produces research findings that are expected to provide input for the government (all levels) in preparing villages in Parigi Moutong Regency to become a smart village (Smart Village). This is intended as one form of effort to accelerate the realization of rural people’s welfare.

Abstract: This study critically examines the government's pivotal role in promoting and regulating Spatial Data Infrastructures (SDIs), with a special focus on the healthcare sector. Through an in-depth analysis of global practices, our research highlights the indispensable value of SDIs in enhancing healthcare decision-making, emergency management, and public health monitoring by facilitating the integration and analysis of geospatial and healthcare data. Despite the evident benefits, the integration of diverse geospatial data sources poses significant challenges, including issues of data standardization, privacy, and interoperability across various stakeholders. Our findings underscore the balance governments must achieve in promoting SDI growth while ensuring data security, privacy, and open access. The study draws on a comprehensive review of literature and case studies to explore the effectiveness of current government strategies in advancing SDI capabilities, while also addressing the ethical considerations and potential barriers to innovation that stringent regulation might impose. By advocating for a collaborative ecosystem that supports data standardization alongside flexibility for innovation, this paper aims to provide insights into how governments can optimize the utility of spatially enabled data in healthcare and beyond. Our conclusion calls for strategic government action to promote a balanced approach to SDI governance, highlighting the importance of public-private partnerships, robust data security frameworks, and the fostering of an environment conducive to data sharing and innovation. This research contributes to the discourse on the critical intersection of technology, healthcare decision-making, and governance, offering valuable recommendations for policymakers, healthcare professionals, and stakeholders in the digital and geospatial domains.

Abstract: In order to meet the health needs of the population, with its complexities and diversities, it is necessary to search for new instruments and methodologies capable of providing answers to rapid changes in scenarios, as recently seen in the COVID-19 Pandemic, where the actors involved (society, government, companies, Science, Technology and Innovation institutes - ST&I institutes) joined forces towards a common objective: the solution to a global health problem. In view of this challenging scenario and the search for new management solutions in health, the objective of this article was to explore the world academic literature on the themes Platform of Engagement and Co-creation, in the period from 2012 to 2022, in order to know existing models and requirements of platforms that may be applicable for Co-creation in Health, as a tool and methodology capable of promoting the development of solutions that meet the needs of the Single Health System (SUS) and the Science, Technology and Innovation System (ST&I System). The methodology applied for this study was the review of the scope of the literature, in the area of health, in six scientific databases. Nineteen articles were selected that met the inclusion criteria in the research. The research results present practical models of engagement platforms used for co-creation, reinforcing the importance of applying the tool as a formalized space for value generation, through the integration of resources and interaction between people, enabling user engagement and encouraging engagement. innovation ecosystem. Among the essential requirements for a platform for co-creation, we highlight the necessary understanding of the engagement capacity of the actors involved in the innovation ecosystem. This study represents an investigation of the literature on the topics addressed, which, in addition to its expressive results, contributes to fostering new research in order to elucidate contemporary models that favor the constitution of Engagement Platforms for Co-creation in Health.

Anti-Poaching for Endangered Megafauna Conservation in Assam, India: Examining Stakeholder Perception

Abstract: India is the stronghold for endangered species and poaching and illegal trade have seriously threatened wildlife conservation. Against this backdrop, Indian regulatory authorities have strengthened workforce capacity for monitoring and enforcement actions against poaching, employed patrolling systems, and adopted lethal deterrence-based policies. However, efforts to control poaching and conserve biodiversity are often at odds with local communities' needs and interests, and stakeholder participation in management is integral to successful wildlife conservation. This research aims to understand stakeholder perception of anti-poaching management practices and tribal customs in protected areas. A survey was conducted to gather information from forest staff and fringe villagers at the four national parks and one wildlife sanctuary in Assam, India. The results indicate that villagers around protected areas generally perceive that the Forest Department and patrolling effectively prevent poaching. However, stakeholders' perceptions of the lethal deterrence-based policies and tribal customs were split, depending on the local communities' unique social, economic, and political situations. Leveraging these responses, wildlife managers in India can collaborate with villagers around the protected areas to address the threats of poaching to wild megafauna. Further, this research underpins the reason to strengthen the enforcement capacity of forest staff, as they stand at the frontline of endangered species protection in biodiversity-rich, developing countries.
