Abstract: This article discusses the innovative evolution of biology. In order to supplement the evolutionary theory that emphasizes “adapting to the environment”, we discuss the innovative evolution of “natural law”. The first event in the universe to be observed was “innovation”, and it was discovered that there were many innovations in human evolution. It introduces what is innovative evolution and what rules to follow. It focuses on the analysis of the performance of innovative evolution in human evolution. The innovative evolution of early human beings are mainly reflected in the liberation of hands in upright walking; the use of fire in artificial fire is the beginning of the active acquisition of energy and the active use of energy; the cooked food is fully obtaining nutrition that made the function of the brain perfect; the development of abstract thinking is the deducing interpreting substances and reforming these substances. This is the fundamental difference between human being and other animals. it is not possible for any animal to take the initiative to obtain energy and to produce food actively. So it is impossible for other primates to evolve into humans.

Abstract: This article aims to identify and analyze the value of entrepreneurship training as a tool for training entrepreneurs to open micro and small enterprises, training and for good business performance, including among young people. Historically, the training of the entrepreneur is taken as an instrument of teaching and learning, but its effectiveness is not proven due to the lack of monitoring in the labor market of those who undergo this type of learning. In view of this, the present study took as a study object the monitoring carried out in 2011 and 2012 of the participants of the Technological Enterprise - EMPRETEC - 2010, promoted by the Brazilian Service of Support to Micro and Small Businesses - SEBRAE, in the city of Macapá, of Amapá, whose data are contained in the publication "Impact of EMPRETEC Training on Macapaenses participants", and are presented in a systematic way in this article. The study deals with themes such as entrepreneurship and human development, from which the scientific discussions were extracted to contextualize the problem studied, as a theoretical basis of training effectiveness. Aiming at the formation of the entrepreneurial personality, the authors' studies were used as references: David McClelland, Dornelas, Cannon-Bowers and Salas. The methodology used is to compare the performance of training participants, before and after the training. The result showed that the number of public companies and their formalization more than doubled in relation to the number of companies before the training.

Investment with Intangible Assets of Chinese Research Institutions

Abstract: Chinese research institutions and universities used to have to face many problems when they invested with their intangible technical assets, such as complicated examination and approval procedures for the disposal of scientific and technological achievements, unreasonable design of income tax system for technology investment, the difficulty in executing equity incentives, and the lack of motivation to researchers. The newly revised Law of the People's Republic of China on Promoting the Transformation of Scientific and Technological Achievements in 2015, and the supporting policies and measures subsequently introduced improved the systems regarding the management of scientific and technological achievements and technology investment. However, after a large number of interviews and literature research, the authors find that now there are still some obstacles for value-based investment, such as the mandatory technology investment evaluation does not conform to the law of the transformation of scientific and technological achievements, corporate capital increase and exit mechanism are not smooth after technology investment, ownership of state-owned influence the enthusiasm of the transformation of scientific and technological achievements. At the same time, get the conclusion that duties, obligations, and interests of researchers, technology transfer personnel and institutions, legal entities, and government departments are important factors that influence the transfer of technology conducted by research institutions and universities; As a special commodity, scientific and technological achievement can realize their real value only after it enters the market. Its industrialization process may be successful or failed, as there are lots of uncertainties and risks; Existing state-owned asset management policy equates technical intangible assets with tangible assets management, and stipulates that public research institutions and universities must evaluate the value of scientific and technological achievements they possess or enterprises invested when investing with technology, increasing capital or withdrawing shares, to fulfill the obligation to maintain and increase the value of state-owned assets of scientific and technological achievements. Formalistic assessment, long review cycle and the lack of evaluation standards are obstacles for investment with technical intangible assets by research institutions. For this, the author suggests exploring the mixed ownership for scientific and technological achievements, establishing special intangible assets evaluation criteria based on The General Rules for Science and Technology Research Projects Evaluation, and a system combining mandatory assessment evaluation and selective evaluation.
