Abstract: Library is a service oriented institution. Therefore, as a head of library, beside hard skill, Librarian must have a soft skill to provide quality services to its stakeholders and through it to give better performance. This article is a result of study conducted in the institutions of higher education in Western Vidarbha of Maharashtra state in India to determine attributes of soft skills required by the Librarians to manage Libraries effectively and smoothly and also to examine the attributes of the soft skills in Librarians. The soft skill performance was studied in view of stakeholders such as Principal, Teachers and Students. Questionnaires were distributed in the institutions located in five districts which come under Western Vidarbha and affiliated to Sant Gadge Baba Amravati University. From each institute 5 teachers and 10 students were identified for the study and were asked to rate soft skill performance of Librarian of their respective institute. The results showed that there is no significant difference in soft skill performance of Librarians working in Rural and Urban area in Western Vidarbha region. Also the study concluded with a say that there is positive correlation between the soft skill performance of Librarians according to stakeholders and soft skills expectation of all the stakeholders from librarian are same. On the basis of the result come out from this study, at the end, the authors have given some suggestions to improve the soft skill performance of Librarians working in higher education.

Semantic-Based Self-Critical Training for Question Generation

Abstract: Question generation is a conditioned language generation task that consists in generating a context-aware question given a context and the targeted answer. Train language modelling with a mere likelihood maximization has been widely used while suffering from exposure bias and the discordance between the training and the test metrics. In the way of addressing this issue, The presented work portrays a fully Transformer-based reinforcement learning generator-evaluation architecture for neural question generation. To edge the flexibility of the generation, a semantic-based reward score was externally infused during the training to drive the training of the language model. The global architecture is laid out in a generator-evaluator fashion optimized directly to n-gram and semantic-based metrics. Evaluation metrics for language modelling only based on n-gram overlapping do not consider semantic relations between reference and candidate sequences. To improve the evaluation step, a two-fold evaluation was carried out. On the one side, an n-gram overlapping evaluation using the BLEU score. On the other side, a semantic-based assessment using BERTScore and NUBIA. The results were corroborated by a binary human evaluation of the semantic relatedness of the generated question and the ground truth. The results obtained showed that use a semantic-based REINFORCE algorithm for the question generation syntactically reshapes the generated questions while preserving their underlying semantic meaning. Many downstream applications can be drawn from a successful question generation including the enlargement of question answering datasets, the improvement of conversational systems, the enhancement of autonomous educational assessment systems, and so forth.

Abstract: The information standards and specifications are very important for providing better services to the end-users. In this case, almost all the levels of library activities the standards and specifications should maintain. The network-based library automation is the main task to maintain, the overall work process within the library and information centers. In this article, the author focuses on the specific library standards used for operating the network-based library automation-related process. There are many standards and specifications are available for library and information systems, resources, services, and other areas. This paper highlights the important areas of ICT based LIS standards like bibliographical data, metadata, information processing, and retrievals, networking, digital library, internet, and Web, etc. This study focuses on the Information and Communication based Library and Information Science international standards used by the library professionals to organize, processes, maintain, operate, and disseminate the quality of products and service to the end users. With standards and specifications Library and Information Science professionals can easily maintain the overall processes and functions of a library work without more effort. Abstract: With the rapid development of big data information technology and the in-depth application of network technology, information management has been widely used in the management of colleges and universities. Abstract: With the rapid changes of scientific technologies, the explosion of big data and the current COVID-19 pandemic, the internal and external environments of traditional Chinese medicine (TCM) informatics are changing rapidly and the development of TCM informatics faces numerous challenges such as digital transformation. To meet the challenges, there is a strong need to apply big data and big data analytics and technologies to TCM informatics and to incorporate data science education into the programs of TCM informatics. The purpose of this paper is to identify the key challenges facing programs of TCM informatics, and to discuss the opportunities in data science education in TCM programs. The key identified challenges are how to enable students to have a good mastery of knowledge, skills and competencies of big data analytics and technologies and how to incorporate big data analytics and technologies and the key aspects of data science education into the curricula of TCM informatics. The main opportunities are that big data and data science education can assist in meeting the challenges facing TCM informatics and offer the analytics, technologies and applications needed to improve the learning, teaching and research outcomes and standards of TCM informatics and to review, revise and constantly update the teaching contents and curriculum knowledge system of TCM informatics. This paper will be useful and helpful to the programs of TCM informatics in their curriculum design as well as the application of big data analytics and technologies to teaching, learning and research, and to faculty, students, researchers and practitioners.
