Abstract: It is clear that the deluge of information has forced the current civilization into the era of Big Data adoption given the information's quick development and the widespread use of information gadgets. It has been noted that technology is becoming more and more essential to many facets of human existence, which makes this dependence relevant and important. A university's academic library is one of its three pillars. It performs vital functions such as teaching and research services and serves as the hub for auxiliary instruction, information sharing, academic activities, and cultural inheritance. All of these functions depend heavily on the ever-growing amount of data, which is sometimes referred to as "Big Data adoption." This study addresses the concerning connection between the use of Big Data and operations in many areas of human existence and offers a comprehensive explanation of Big Data and its significance in academic libraries. Aside from this, the study clarifies the general ethics of Big Data, its features, advantages, tools, the role of librarians, and the causes of the important problems related to big data adoption and the perspectives in academic libraries. Thus, the adoption of big data continues to be an intriguing new area in both science and technology. Therefore, greater familiarization and demystification of Big Data adoption is still necessary, even with the development of technology and availability of free knowledge. It will require more advanced computing abilities to comprehend and utilize it to its full potential.

Leveraging Information Technology for Climate Change Mitigation and Adaptation in Tanzania: Opportunities, Challenges, and Pathways

Abstract: Purpose: The primary objective of this study is to assess the current state of IT integration in Tanzanian climate change strategies, identify barriers and opportunities, and provide insights for informed decision-making and policy formulation. Additionally, the research aims to explore comparative analysis with other African countries to contextualize Tanzania's experiences and lessons learned. Methodology: The research adopts a mixed-methods approach, combining literature review, surveys, interviews, document analysis, and case studies. Various regions within Tanzania are selected to represent geographical and climatic diversity. Data collection methods include surveys among key stakeholders, in-depth interviews with experts and policymakers, document analysis of existing reports and policies, and examination of successful case studies. Quantitative data are analyzed using statistical software, while qualitative data undergo thematic analysis to derive patterns and themes. Findings: The study yields insights into the current status of IT integration in Tanzanian climate change strategies, highlighting successes, challenges, and areas for improvement. Findings indicate limited IT infrastructure and capacity, high costs, and awareness gaps among end-users as significant barriers. However, opportunities exist in mobile technology, remote sensing, and community-centric approaches. Comparative analysis with other African countries offers valuable context-specific insights. Unique Contribution to Theory. Practices and Policy: leveraging IT for climate change mitigation and adaptation in Tanzania requires addressing infrastructure limitations, enhancing awareness and technical skills, and fostering collaboration among stakeholders. Policy interventions, capacity-building initiatives, and innovative partnerships are essential for realizing its transformative potential. The study underscores the urgency of integrating IT solutions into Tanzania's climate resilience efforts to ensure sustainable development and safeguard the well- being of its populace.

Abstract: Industrial transformations, that are triggered by disruptive technologies, have the property of persisting over time. They may represent new ways to do existing activities, or they may represent genuinely new activities. In order to occupy a dominant position in future developments, many different countries, around the world, are actively embracing disruptive technologies. This is manifested by the pre-emptive incubation of new industries. The present paper is based upon an extensive literature search. It is argued that disruptive technologies, in particular, those that are associated with synthetic biology, aerospace manufacturing, and zero-carbon manufacturing, have been selected from a strategic perspective. Through a combination of qualitative descriptions and case studies, the significance and importance of the roles played by biomanufacturing, aerospace manufacturing and green/low-carbon manufacturing, in modern life, are elaborated upon. This allows the case to be made about the three modes of manufacturing that are noted above, that they are subverting traditional manufacturing. Indeed, they are gradually (and sometimes quickly) becoming new manufacturing models. In addition, we note that manufacturing based on new energy sources, intelligent (i.e., robotic) manufacturing and virtual (i.e., data based) manufacturing, (delete the space) are also likely to become highly important topics, and they will be worthy of attention in future considerations.

Optimization of Parallel Data Transfers in Multi-Tiered Persistent Storage

Abstract: A logical model of multi-tiered persistent storage provides a view of data where all available storage resources are distributed over a number of levels depending on the data transfer parameters and capacities. The efficient parallelization of data transfers in multi-tiered persistent storage is a significant challenge for a pipelined data processing model. This work examines a category of database applications implemented as sequences of operations that transfer data between the levels of multi-tiered persistent storage. The concept of EPN: Extended Petri Nets represents how database applications can be processed in parallel. A proposed transformation involves converting EPN into sequences of parallel data transfers. Additionally, a method is demonstrated for partitioning these sequences of data transfers, with the goal of reducing the total number of conflicts when data transfers occur between the levels of multi-tiered persistent storage. The paper proposes new rule-based algorithms for scheduling parallel data transfers that minimize total data transfer time. The objectives of the new algorithms are to evenly distribute the workload among the data transfer processes and reduce their idle time. Several experiments have confirmed the effectiveness of the new algorithms in generating parallel data transfer plans.
