Abstract: The main aim of the value engineering technique is to analyze project activities over all stages including design, implementation, operation and maintenance. Application of this technique is very efficient to identify and remove unnecessary costs in order to optimize both time and cost of production stages. The aim of the present paper is to develop a model to improve discharge process in hospitals using the steps of value engineering technique and its concepts. After studying a hospital discharge process, all involved components have been drawn as model using Visual Paradigm software. At the next step, wastes and problems of process have been identified followed by suggesting innovative ideas proposed by team members to improve procedures. In order to validate improving suggestions, the Amini's Hospital in Langroud (Guilan Province, Iran) has been selected as case study as well as simulating the current and proposed procedure through the well-known technique of simulation. Comparing results before and after study revealed that about three hours will be saved if innovative ideas are applied over discharging procedure. It is also concluded that value engineering technique is an efficient method to improve the performance of servicing activities on health care systems.

Abstract: Target costing is a pricing method used by firms. It is defined as "a cost management tool for reducing the overall cost of a product over its entire life-cycle with the help of production, engineering, research and design". A target cost is the maximum amount of cost that can be incurred on a product and with it the firm can still earn the required profit margin from that product at a particular selling price. In this article, financial expertise of thousands of teachers the period 2011-2012 was used to study the linkages between Target costing and Value Engineering and Expected profit and Kaizen. As the newest and most accurate method of target costing strategy can be very effective on corporate profitability and the factors discussed in the implementation of this method was considered to be controlled.

Abstract: This article presents the application of a Case-based Reasoning (CBR) in order to define the calculation and verification parameters to design building structures. Each and every calculating variable has to be chosen according to construction criteria from a set up list. These decisions are meant to find a solution that will be the closest possible to a valid one, and this will be verified through calculation. In the optimal scenario, the calculation will just verify that the chosen solution is valid, or that it is completely impossible to implement the strengthening; whereas in the worst scenario, the calculating process will simply correct some previous decision, once the strengthening suitability is confirmed. A case study of timber floor slabs straightening is introduced in which a selection of the necessary parameters for its calculation and verification are defined by CBR. Finally, the same case study is built and calculated by SAP commercial program in order to find out whether the defined parameters can actually envisage a proper solution for the strengthening.

Abstract: The need in the development, improvement, increasing the efficiency of regional innovation systems is especially relevant at the present time. In terms of global competition, attention is increasingly drawn to the regions as sources of competitiveness. The regional dimension allows to take into account the specifics and peculiarities of the separate territory, prevailing industry and other factors affecting to the development effectiveness in the region, and as a result, the country as a whole. The study of the processes of functioning and assessment of the level of the regional innovation system development due to the need to develop and substantiate the development management of regional innovation system for improving the population's quality of life through innovative development of economy, and as a result, change and modernisation of the social sphere. Abstract: Innovative development is a basis of economy modernization. Countries occupying a leading position in the field of innovation can influence the economic development process. Existing innovative development of the Russian economy is insufficiently active. The article analyses the modern state of the chemical industry, identify the causes of the decline in innovative activity during the last twenty years. It was determined that the problem of attracting financial, technological and human resources is the main obstacle to the development of the domestic economy according to the innovative program.
