Abstract: A useful method for evaluating the effects of traffic generated by a proposed development on the local transportation system is the traffic impact assessment (TIA). A TIA typically contains a description of the size and complexity of the planned project, an overview of the anticipated effects, and any upgrades that may be necessary to make the roadway infrastructure safe for the proposed development. With this study's design horizon in mind, we hope to ensure that the transportation system will operate efficiently and safely. Development must have the necessary utilities and transportation systems to sustain itself. Every proposed development must then include an evaluation of the site's appropriateness in terms of factors like compatibility with highways and plans, access location geometry, and capacity and traffic control, among others. The main objective of the TIA report is to identify whether a particular development project will have an impact on the safety and efficiency of adjacent roads. Moreover, the report paves the way for additional study and the development of traffic management plans to reduce traffic congestion. TIA is also needed to support the EIA being prepared for any project development along the highway road. So, it is important to evaluate TIA while new industrial installations are set up along the Highways in Bangladesh.

Abstract: High-end shipping talents are an important guarantee for the establishment of Shanghai International Shipping Centre, and high-end maritime talents are an important source of high-end shipping talents. This article firstly classifies the shipping talents needed for the establishment of Shanghai International Shipping Centre into 12 categories according to the function and industrial support of International Shipping Centre, defines those who have obtained the certificate of competency for the master or chief engineer of international seagoing vessels as high-end maritime talents. Then, the article investigates and analyses the current situation of the high-end maritime talents of Shanghai in terms of quantity, shortage extent, human resources channels, company types of employment, salary, ship-to- shore career transition and improving mode, points out that there are problems including shortage in quantity, narrow human resources channels, unbalanced employment position selection, large gap of salary between ship and shore, and limited ship-to- shore career transition and ability improving mode exists as of the high-end maritime talents of Shanghai. Finally, in response to these problems, a total of six critical initiatives are proposed, which include formulating development strategy of talents, strengthening career development publicity of maritime talents, setting up talents cultivating fund, establishing Shanghai Crew Recruitment Centre, founding talents cultivation and transition base, and building talents supply and demand information database and exchange platform.

Abstract: In the driving process, drivers need to constantly perceive the surrounding environment to make decisions and perform operations. This cognitive space formed in the driver's mind is the driver's decision space. For the actual driving environment, factors such as complex road sign settings, unreasonable road planning, long-time fatigue driving, and reduced reaction ability of elderly drivers may interfere with the normal perception of the driver's decision space, resulting in reduced driving safety. In this paper, a driver decision space inversion method based on deep convolutional neural networks and generative adversarial networks is proposed to study driver perception in near-domain traffic scenarios. The steps of the method include: near-domain target element extraction, driving data collection, sample data generation, adversarial generative network model learning, data enhancement and decision space inversion. The experimental results show that the method in this paper can accurately identify the driver's decision space in both real and simulated driving scenarios by implementing real-time monitoring of driver perception. The method is important for studying the driver's decision space, which can promote the development of intelligent driving technology and the synergistic development of human-vehicle-road-loop. In the context of today's sustainable transportation and smart mobility, driver decision space research is not only an important basic research, but also an inevitable requirement to promote innovation and upgrading in the transportation field.
