Abstract: Since the new era, the Party Central Committee has put forward specific requirements for the construction and perfection of the modern budget system. The comprehensive implementation of budget performance management is an important part of improving the modern budget system, and the strengthening of budget performance target management is the key point and important starting point of the comprehensive implementation of budget performance management. In terms of financial practice, the management of budget performance target has got some achievements, but there are still some problems. Therefore, to further strengthen the budget performance management and consolidate the foundation for the comprehensive implementation of budget performance management has become an important issue faced by our country's financial reform in the new period. The purpose of this study is to improve the quality of budget performance management in the new era, improve the budget performance management mode, and accelerate the improvement of modern budget system. This paper adopts literature analysis and comparative analysis, systematically combs the reform experience of typical national budget performance objective management, and combines with China's financial practice, puts forward the reform inspiration of budget performance objective management system suitable for China's national conditions: First, promote the development of laws and regulations and form a system conducive to the management of budget performance targets. Second, gradually form a sound performance target evaluation system, and promote budget performance target management. Third, improving budget performance and target management must be coordinated with medium-term fiscal planning. Finally, further improve the supporting mechanism related to budget performance target management.

Abstract: The development of the national economy and social undertakings cannot be separated from government procurement. With the gradual expansion of government procurement scale, conducting performance evaluation of government procurement projects and improving the efficiency of government procurement fund utilization has become an important link in the government procurement management system where management and procurement are separated by financial departments at all levels. Performance evaluation can effectively improve process control and achieve optimal resource allocation. The performance evaluation of government investment project procurement is crucial for improving the efficiency of government investment. The article combines the practical experience of the budget performance evaluation project in Wangcheng District, Changsha City to preliminarily explore the main ideas and evaluation index system of government procurement project performance evaluation, aiming to provide useful reference and reference for designers of other government procurement project performance evaluation work plans.

Abstract: This study aims to explore the causal relationship among participative leadership, knowledge sharing, and service innovation performance in the hotel context of post epidemic era. Due to the outbreak of the COVID-19 epidemic, many industries have been affected, especially the hotel industry, which has been severely impacted. Therefore, in the post-epidemic era, hotel managers began to think about how to improve the knowledge sharing efficiency and service innovation performance of their hotel employees in product or service processes. A valid sample of 126 hotel industry employees was investigated in this study, and the collected data were used for subsequent statistical analysis. This main purpose of this study is to explore how participative leadership can influence employees’ service innovation performance via knowledge sharing of post epidemic era. Based on the concept of reciprocity and mutual feedback of social individuals in social exchange theory, combined with the perspective of leadership theory, this study points out that participative leadership can effectively influence hotel employees to carry out a higher degree of knowledge sharing. On the other hand, from the literature on knowledge management and service innovation performance, this study points out that knowledge sharing can help hotel staffs exhibit better service innovation performance. Finally, this study also performs a Sobel test to verify that knowledge sharing plays a mediating role between participative leadership and service innovation performance. Implication for hotel managers and practical suggestions were discussed.

Abstract: Since the two-carbon strategy was put forward, various carbon reduction policies have been introduced or will soon be introduced, and various enterprises have responded to the call to promote the low-carbon construction of the industrial chain. Green innovation is an important support for low-carbon construction of industrial chain. Green innovation aims to improve the green value of the industrial chain, promote the benign interaction of all links of the industrial chain, and make great contribution to the low-carbon construction of enterprises. Therefore, based on the characteristics of industrial chain innovation, this paper analyzes the main problems and opportunities in innovation driven industrial chain synergy for carbon reduction, and suggests that measures such as cultivating green innovation investment concept, improving green innovation investment support system, and coordinate the planning and direction of Eco-investing should be taken to further promote the low-carbon transformation of enterprises and encourage green innovation investment in the whole industrial chain. Abstract: In recent years, the rapid development of the Internet has brought more and more new doses to the society. China has entered the era of big data. The development of big data has brought new opportunities and challenges to all walks of life. In particular, financial management, due to the high degree of dependence on data in the financial management industry, combined with big data can better play the role of financial management. The advent of the era of big data has brought historic innovation to the field of financial management. This paper first introduces the general situation of financial management of small and medium-sized enterprises, and then briefly describes the role of financial management of small and medium-sized enterprises under the background of big data. This paper analyzes the problems existing in the financial management of small and medium-sized enterprises, and puts forward solutions to the problems one by one. Abstract: Stock price crash risk is very serious in China's capital market, which seriously harms the interests of investors and the resource allocation efficiency of the capital market. However, there is limited evidence on the determinants of stock price crash risk in China, especially from the perspective of informal institutions. Using a corporate level dataset of Chinese listed companies, this paper aims to study the effect of media coverage on stock price crash risk and the moderate effect of investor protection on this association. Using the correlation and multiple regression analysis methods, the empirical results show that: media coverage can help to reduce the information asymmetry and agency problems, and thus reduce the motivation of manager’s “bad news” concealing behavior, which in turn reduces the stock price crash risk in Chinese capital market. Investor protection negatively moderates this relationship between media coverage and stock price crash risk. The effect of media coverage on stock price crash risk is more pronounced when investor protection environment is poor. This article enriches and expands the research on the affecting factors of stock price crash risk. It has important implications for us to recognize the value of media coverage and reduce stock price crash risk.
