Abstract: Beijing-Tianjin-Hebei Area becomes one of the largest city accumulation areas of China and economic region owns a good informationalized level, high trade demand and strong technical forces. At present, it is not only the need of the development of modern logistics industry, but the common aspirations of logistics enterprises in Beijing-Tianjin-Hebei Region to break administrative division boundaries to guide the cross-regional integration, optimize configuration of logistics resources and realize the coordinated development of Beijing-Tianjin-Hebei logistics industry. In recent years, the regional cooperation is being strengthened constantly and the development step of the Beijing-Tianjin-Hebei logistics industry has quickened continuously, hence area logistics integration development is becoming reality. As the foundation of modern logistics operation and rapid development, logistics informatization is considered to be precondition and crucial tache to enable greater efficiency and lower cost in logistics system. This paper will focus on the overview of the informatization construction of Beijing-Tianjin-Hebei logistics enterprises by the method of case study, and conduct a study of the general problems existing in the integration of the Beijing-Tianjin-Hebei region after the data analysis, which could make an important significance on the development of Beijing-Tianjin-Hebei logistics informatization. Finally the article gives the advices for improvement.

Abstract: This paper centers on the different impact factors of cross-border cooperation of logistics enterprises, Internet brings a new development strategy for logistics enterprise. At the same time, products and industry boundaries begin to blur between enterprises. However, it has not yet meet the needs of the market which traditionally focus on a single field strategy. Therefore, it is necessary to attract the attention of logistics enterprises because of cross-boundary integration and horizontal progress. Cross-border can bring new value to consumers and help enterprises to diversify risk advantage, setting up a new business model to optimize the structure of the industry, so it is necessary to research on the impact factors of cross-border cooperation of logistics enterprises under the Internet.

Abstract: The purpose of this study was to find out the effect of Constituency Development Fund on socio-economic development in Mbeere South Constituency of Embu County, Kenya. A quantitative descriptive design was adopted, whereby cluster sampling method was used according to five administrative wards in Mbeere South, Kenya. Convenience sampling method was adopted to pick a sample of 100 respondents from across the five administrative wards. The instrument that was used for data collection was a questionnaire. A step-wise regression was used on each independent variable against the dependent variable, with a final multivariate regression model to determine the relative importance of each of the three independent variables with respect to effect of Constituency Development Fund projects on socio-economic development and established that all the three independent variables have a positive correlation with the dependent variable. The ANOVA was meant to investigate if variation in the independent variables explained the observed variance in the outcome, which in this case was the local development. The ANOVA results of the study showed a correlation between the predictor variables and the response variable, meaning that there was a strong positive relationship between the study variables.

Abstract: The aim of this paper is to define the broad conditions in the predisposition of the bid to host a mega sport event that allow: a) the success in the selection; b) the maximization of benefits in the pre, during and post-event phases; c) the environmental and social sustainability of touristic flows attracted by the event. The specific reference is to the Italian bid to host the 2024 Olympic Games in Rome, to which literature has not yet dedicated specific contributions. The methodology consists in a multiple case study regarding six mega events (four successful and two unsuccessful ones) specifically focused on the outcome of the bid and on the level of benefits achieved by local communities having hosted such events. The time horizon of the study concerns the short term in particular, but it also examines the implications in the medium / long term. The results consist in the identification of the best practices used in the cases under consideration -with particular reference to the ability of primary stakeholders to build effective relationships each other and with other stakeholders- and in their transposition, after the necessary adaptation to the political, social and infrastructural pre-existing conditions, to the suction of Rome to host the 2024 Olympic Games. Findings can be transferred to the various stakeholders of the event under design with the aim to provide a contribution of the scientific community to the best setting of the initiative with particular reference to the preparation of the bid.

Abstract: Customer segments are key performance gauge for effective and efficient Non-Governmental Organizations. There seems to be little assessment of customer related components in the NGO’s performance measurement mix despite many donor-funded projects implemented in Nyanza region in Kenya. This study explored key customer perspectives guided by one of the Balanced Score Card model pillars in the NGO performance measurement concept. The study engaged 64 top managers of NGOs dealing in livelihood issues within Nyanza region. Structured questionnaire was used to explore critical areas of the customer perspective as performance indicators. Data analysis was based on descriptive statistics at the preliminary stage and hierarchical regression based on principal axis factoring. The results revealed four categories of customer perspectives in the competition. The leading category accounted for 17.25% of customer perspective performance characterized by presence of service charter, objectives related to customer/beneficiary services and existence of relevant ICT/information material. The second category accounted for 14.48% of the variance and was characterized by engagement in activities that respond to immediate beneficiary needs. The third category accounted for 13.11% and was characterized by the value of honesty, courtesy, transparency and beneficiary accountability. The last category of customer perspective accounted for 7.61% of the variance and was characterized by regular execution of beneficiary satisfaction survey. In conclusion, the study established that key customer perspectives in the NGOs performance measurement area the presence of service charter, clear objectives related to customer/beneficiary services and existence of relevant ICT/information materials. It therefore recommends putting more emphasis in regular beneficiary satisfaction surveys as this area is more likely to be ignored in the performance measurement.

Abstract: Over the past few decades, mainland China has reformed restrictions on its port investment in order to meet the huge demand of related infrastructure, especially promulgated the deregulation of foreign investment into container port. Nowadays, port investments have included the state investment, bank loans, self-raised funds, foreign investment and IPO and so on. We focus on investment optimization of container capacity with the basics of the model proposed, putting forth some conclusions and policy recommendations through conducting numerical illustration of the Shanghai case.

Abstract: This study focuses on the relationship between fiscal decentralization and ICRG index of corruption risk in both categories of emerging and developing countries, using a sample of 38 countries for the period 2000-2014. The aim is to focus on expenditure and revenue decentralization giving importance to the effects of subnational revenue mobilization on this correlation as: Tax revenue, Non tax revenue and fiscal imbalances. The study shows a significant and robust correlation between expenditure decentralization and the index of corruption: expenditure decentralization tends to reduce the risk of corruption in these two categories of countries. The impact of Tax Revenue is as important in this relationship as it helps reduce the risk even more. While revenue decentralization and especially non-tax revenue has no significant relationship with the index.

Abstract: Expenditure on education is regarded as investment in human capital because it helps in skill formation and thus raises the ability to work and produce more. Government education spending is of great importance to national development and plays a critical role in promoting growth and knowledge deepening. This paper examines government education spending and education outcome in Nigeria from 1970 – 2013. Employing Augmented Dickey Fuller (ADF) unit root test and Ordinary Least Square (OLS) technique, the study revealed that public education spending has a positive and significant effect on education outcome in Nigeria. Public health expenditure and urban population growth were also found to have positive effects on education outcome but are non significant in determining education outcome. The study recommends among other things, that government should spend more on education which needs to be targeted for the desired effects to be realized. Again government should monitor spending given the history of corruption and embezzlement of public funds in Nigeria.
