Abstract: The present investigation was motivated by the purpose - as a general objective of the research work - to examine the legal scenario of Nuclear Energy between Brazil and Uruguay under the bias of Transconstitutionalism and Energy Transition, based on the analytical coexistence between inspection and State entrepreneurship before the Paradigm of Sustainability and Regional Integration. The methodology used in this work will be qualitative, in which it was decided to search for non-exhaustive sources of the transition process of both countries, taking into account the territorial, geopolitical and technological aspects involved. For this purpose, research, surveys and analysis of texts, articles, constitutional reform projects, legislation, Energy Policies and their strategies, as well as official documents from governments, entities, organizations and international agencies were carried out. The focus of this project is based on historical content, concentrated on the period 2015 - 2020, although the Energy Plans are projected until 2050. In the academic period, complementary themes such as energy transition and public security developed in an antagonistic manner, denoting the need for a triple helix of action between three main development actors: the State, the Academy, and the Production of Services through public policies. It is concluded that the Uruguayan plan sought above all to foster innovation leading to the country's internal energy development and independence, strategically achieving its energy security based on political attractiveness, and that the Brazilian exploration potential is concentrated from the moment in which that it can mitigate stigmas and think of the nuclear resource as a complementary source that makes it possible to meet domestic demand and less dependence on water sources.

Abstract: The latest COVID-19 epidemic has had an impact on the global economy as well as the Nigerian school system. It caused significant gaps in the academic calendars of many academic institutions at all levels. Globally, governments are transitioning away from the conventional technique of face-to-face instruction and toward an online form of instruction known as e-learning as a strategy to alleviate some of the consequences on education. Nigeria's education system is now trapped in the traditional mode of teaching and learning, making the transition to an online mode of teaching to mitigate the impact of the pandemic on her education system a huge problem. Some of the difficulties to the integration of e-learning into the Nigerian educational system include a lack of infrastructure, a comprehensive e-learning policy, and the expensive cost of devices and internet access, among others. This article explores the potential that may be driven if e-learning is incorporated into the Nigerian education system during and beyond the COVID-19 term, as well as some solutions that may be used to ameliorate some of the problems impeding the success of e-learning in Nigeria.

Abstract: The prime purpose of this study is to examine the effects of the availability of ICT resources on students’ educational performances and also to check its usability and impact on students’ educational performances in the higher institutions in the far-flung areas of Pakistan. A suitable sampling procedure was adopted to choose 400 students from the top six institutions of higher education in one of the largest provinces of the country i.e Balochistan. A survey-based closed-ended questionnaire containing a total of thirty-four items was used to collect data from the respondents. A quantitative research methodology has been employed to gather and analyze respondents’ quantitative responses. Moreover, SPSS Software was employed to analyze the correlations between the hypotheses. The study results show that ICT has a great impact on students’ educational performances. In today’s era of ICT students mostly prefer ICT resources to complete their academic tasks. Furthermore, the results revealed that the institutions have limited funds and resources regarding ICT equipment. But the students are still making it possible to access various kinds of ICT applications in their institution. The students' have a positive attitude towards different types of ICT tools and resources, which they use for their academic and research purposes. There is a substantial positive linear association between the availability, accessibility, and usability of ICT resources and the students' educational performances. The findings of the current study also highlighted the weak areas in terms of the availability and accessibility of ICT resources in the higher educational institutions of Pakistan. Who is not allowing the students to use ICT resources to complete their educational tasks quickly. Present study findings will be helpful for the Government of Pakistan, HEC (Higher Education Commission), and for the teachers to understand the importance of ICT and to provide sufficient number of ICT-related facilities to the students for their better learning.
