Abstract: A statement of the coupled thermomechanical problem on forced resonant vibrations and dissipative heating of hinged viscoelastic elastomeric plate is given with account of prestresses present in the plate. It is assumed the prestress is generated as a result of the manufacturing process or preliminary plate service. The problem statement is based on the standard Kirchhoff-Love hypotheses and concept of complex moduli that are used to describe the viscoelastic material response to harmonic loading. Under these circumstances, the prestress manifests itself as a membrane forces applied in the plane of the rectangular plate. Therefore, the problem of in-plane stress state and problem of forced transverse vibration of the plate can be solved separately. Both steady-state and transient thermal response is investigated. Influence of the prestress is studied in details. Dissipative heating temperature histories are calculated for the variety of the prestress and loading parameters. Temperature criterion is adopted to determine the critical state. The data obtained are used for the plate fatigue life prediction as well as for the investigation of prestress effect on the plate response. The reliability of the values of frequencies on the several lowest resonances was checked. For the most energy-intensive first mode of transverse vibrations, the influence of the preliminary tensile stress state, as well as the amplitude of the transverse distributed load on the amplitude–frequency characteristics and temperature evolution was studied.

Abstract: By the amendment adopted at MSC 86, ECDIS (Electronic Chart Display and Information System) has become mandatory for most ships from 2012. Every deck officer must be familiar with the operation of ECDIS. According to the STCW amendment, Training requirements, both in the use of ECDIS, in general and the specific models onboard, are increasing. Basically, every maritime education training institute will offer ECDIS training with simulators. Training statistics in China are shown in this paper. With the emergence of new concepts and situations, ECDIS training faces different challenges from the training results, new technology, new content and maritime cybersecurity, such as 3D ECDIS, ECDIS modernization, VR technology, and COC (Certificate of Competency) revalidation. This paper assesses the general situation of Maritime Education and Training (MET) in China, especially the ECDIS simulator training. Traditional applications of ECDIS are listed including AIS, VTS, anti-collision, pilotage and ship management. To handle these challenges, this paper presents the countermeasures respectively. The concept “MET collaboration/union” and “MET Cloud” are proposed for the first time. At the same time, this paper suggests all MET institutions should use the unified ECDIS training textbook and keep it updated to meet the challenges. The measures of cybersecurity free are also mentioned, including referring to relevant international and industry standards and best practices. Totally, the final aim is to improve and enhance the outcomes of ECDIS training for safe and efficient navigation on board.

Abstract: In order to obtain the dynamic response law of pillars in underground goafs under the action of seismic wave, the acceleration response and dynamic displacement response law of pillars were studied by using the MIDAS-GTS/NX finite element simulation software based on a mine. Results are shown as follows: (1) the response of the top acceleration and displacement of the pillar and roof of goaf is larger than that of the bottom. (2) The cross-sectional area of pillars has a significant effect on the dynamic response of pillars in underground goafs. The stability of pillars with large cross-sectional area is generally better. (3) The position of pillars has a significant effect on the dynamic response of pillars. The dynamic response of pillars in the center of goaf is the strongest. However, the dynamic response of pillars in the edge of goaf is smallest. (4) The laws of acceleration and displacement response of pillars in goafs under horizontal seismic wave are revealed, which provides reference for mining design and earthquake damage prevention.

Abstract: Road traffic accidents are a very rampant issue causing injury, loss of lives and property worldwide. In this research, a system for determining the severity of motorcycle accidents in Lokoja Metropolis of Central Nigeria was developed. The research considered different areas that are highly prone to accidents in Lokoja. Although accidents cannot be totally avoided, through scientific analysis, their frequency and severity can be reduced. The methodology used in this research is Knowledge Discovery in Databases with the Decision Tree Algorithm as the soft computing technique used for analysis. Python programming language was used for the implementation. The dataset used was gotten from the Federal Road Safety Corps (FRSC) in Lokoja. After the training and testing of the dataset, we achieved an accuracy of 90.5%. The motorcycle accident severity prediction system developed could serve as a tool that can be used to cub the enormous challenges faced by FRSC in curtailing motorcycle accident.

Abstract: Aiming at the current situation of emergency management in China, this paper discusses the research status of emergency management construction in China, the main problems existing, and the basis for establishing an emergency management system. Briefly introduce the concept and technical characteristics of the blockchain, propose the irreversible, distributed, and difficult to tamper characteristics of the block-chain technology, and apply the advantages that can be brought about in emergency management. The management of equipment and facilities in the enterprise emergency management system is the starting point, the establishment of special equipment to run life-cycle block chain technology with the entire process is analyzed, and then the system is associated with big data, to make it more intelligent and reasonable. In the end, it is concluded that the application of blockchain technology to the entire life cycle of management equipment and facilities can achieve excellent results. Based on the combination of blockchain technology and big data, it can be applied to all stages of emergency management to achieve security. Information management is the inevitable trend of future emergency management. Although the construction of the emergency management system is a complex project, the construction is difficult, the cycle is long, and many issues are involved, but with the emergence of new technologies, the emergency management system is bound to be constantly improved and taken to a whole new level.
