Abstract: Economic reforms have been implemented in Nigeria since 1980s which essentially entailed the shift from an administratively managed and public sector led economy to a market oriented and private sector led economy. Financial sector reforms were part of these broader economic reforms. A successful financial sector reform was expected to generate a dynamic process involving substantial changes in the country’s real activities of production, exchange (trade) and finance. Sustainability of the reforms was expected to result in financial deepening, increase in the range of financial products in order to better serve the needs of the economy and enhance transformation of the economy (urban as well as rural) so that production, exchange and other economic activities take place in different ways and in the context of new or reformed institutions. However the progress being made as a result of financial sector reform, financial services to the rural population have been slow to develop. The financial sector reforms are still in progress, but there is increasing concern that the majority of the rural population which constitutes 70-80% of the population and comprise 90% of all the poor in Nigeria have not benefited from the financial reforms. They have largely been bypassed by these reforms. The need to enhance accessibility of financial services to the rural poor in Nigeria deserves high priority on the agenda of the on-going financial sector reforms. In recognition of the need for improving access to financial services by the rural population, this paper will address the experience and lessons learned to date in the development of rural finance with a view to facilitating appropriate design of rural finance and develop sustainable financial services for the needs of rural population in Nigeria, in order to reduce the increasing rate of poverty. The survey research design was adopted and data collected through questionnaires. The impact of rural financing as a panacea for poverty reduction in Nigeria was analyzed using the OLS regression method. The study revealed the existence of positive relationship between rural financing and poverty reduction in Nigeria. The study recommended that adequate measure must put in place to continue encouragement of rural financing in Nigeria.

Abstract: With the deepening of the population aging and the growth of the economy in China, the demand for improving the lives of the elderly groups is increasing, and the prospects of the old-age industry, especially the real estate market for the old-age, are bright. Small and medium-sized enterprises (SMEs) play an important role in promoting the development of the old-age real estate. The development of the old-age real estate for SMEs is not only conducive to the healthy development of the old-age real estate market, but also conducive to the middle and low-income elderly to enjoy high-quality and convenient old-age services. The method adopted in this paper is mainly to compare the modes that SMEs can adopt in the three links of development, financing and operation of the old-age real estate, to calculate the costs and benefits of various modes, and to analyze their advantages and disadvantages. The types of enterprises suitable for various modes are also discussed. The conclusion of this paper is that for different links, SMEs should adopt different modes in the process of developing old-age real estate. In terms of development mode, SMEs should choose to cooperate with service agencies because SMEs have weak capital strength and risk tolerance, narrow financing channels and less market resources. In terms of financing mode, SMEs should choose government-enterprise cooperation because it can reduce the development cost, especially the cost of land, also can obtain policy support and administrative approval convenience. In addition, this mode can well reflect the profitability and welfare characteristics of the old-age real estate and can achieve social spillover benefits. In terms of operation mode, SMEs should choose only construction but not operation so as to avoid the risks brought by the latter operation.

Abstract: Income distribution is a major and complex issue that directly affects the vital interests of hundreds of millions of people. To deepen the reform of the income distribution system, it is necessary to clarify the accurate connotation of the relationship between “fairness and efficiency” under the framework of “incentive-constraint”, make a correct analysis on the causes of income differences, and lay a foundation for understanding the rationality of the policy. The basic idea of optimizing income distribution in China should be to use the vision of common prosperity as the “goal-orientation” and combine the “problem-orientation” to accelerate the strategic transformation from “getting rich first” to “getting rich together”. The basic principles to be followed are the following: encourages entrepreneurial innovation with reasonable income distribution; recognizes the contribution of each factor and combines the distribution according to work with the distribution according to other factors; and appropriately allows and tolerates the expansion of the income gap in the first half of the “inverted U curve”, that is, actively adjusts and holds “polarization”; builds a system-engineered distribution system with promoting transparency, encouraging enthusiasm, promoting harmony and helping the weak as essentials; promotes the dynamic optimization of the distribution system and policy system with reform, namely effective institutional supply as the leader. On this basis, establish a system of initial distribution of national income with sound rules and fair process; establish a system of national income redistribution with appropriately equalized results; improve the third distribution system of national income; and promotes the reform of the supporting system for national income distribution.
