From the perspective of green development, this paper focuses on the central region, which represents the quality of foreign direct investment in China. An evaluation index screening method based on cyclic analysis of ill-conditioning indices is adopted to construct a quality evaluation system for foreign direct investment. The norm grey correlation degree is used to determine the index weights. The quality of foreign direct investment in the six central provinces from 2010 to 2020 is evaluated and analyzed, and then strategies for improving the quality of foreign direct investment in the central region are proposed. The study finds that there are significant internal differences in the quality of FDI among the six central provinces. Jiangxi Province has the highest FDI quality score among the six central provinces, while Hunan Province and Hubei Province have relatively low FDI quality scores. In order to conform to the concept of green development and improve the quality of FDI in the six central provinces, it is necessary to raise market access standards, give full play to the regulatory and guiding roles, and improve the institutional and legal systems.
