As our country's aging population accelerates, promoting active aging through educational reform has become an important topic. This paper focuses on analyzing the integration mechanisms and application value of civic participation education within the elderly education system, examining its policy development process, lifelong education system composition, goals, and implementation experiences. Studies show that South Korea effectively increased social participation and knowledge utilization among elderly groups through citizen engagement education practices such as the "Senior Citizen" program, and better aligned with the digital age. Through local empirical research in South Korea, it can also be found that the integration of civic engagement education can enhance elderly people's awareness of social activity participation and has a positive impact on their life satisfaction and health levels. By drawing on the implementation experience of citizen participation education integrated into South Korea's elderly education system, we can accelerate the promotion and effective development of lifelong learning among seniors, providing theoretical support for active aging.
